GUNNAR HALLEY

Gunnar Halley represents and advises clients on a variety of international, federal and state issues affecting wireline and wireless telecommunications carriers, cable operators, equipment manufacturers, and information service providers.

Prior to joining the firm, Mr. Halley was associated with the Washington, D.C. office of the firm of Willkie Farr & Gallagher where he represented clients on matters before the FCC, the U.S. Supreme Court, various federal Courts of Appeals, and state regulatory agencies. He also has assisted in legislative efforts at the state and federal levels, including the drafting of proposed legislation, briefing of legislative staff members, and preparation of clients for legislative hearings. Mr. Halley was instrumental in developing and implementing a nationwide strategy for a 25-member coalition to obtain telecommunications carrier access to multi-tenant buildings which involved oversight and coordination of federal and state regulatory efforts, legislative initiatives, litigation, and public relations programs. Other areas of concentration include competition in local telephony, access charges, wireless telephony (including spectrum allocations), Internet services, pole attachments, and compliance with federal and international privacy laws.

Mr. Halley is a graduate of Georgetown University where he earned a Bachelor of Science in Foreign Service majoring in International Economics (1990). He received his law degree cum laude from Georgetown University Law Center (1995). During law school, Mr. Halley interned at the FCC in the Office of the Chairman and in the Common Carrier Bureau’s Policy & Pricing Division. Mr. Halley is a member of the bars of the District of Columbia and the State of Maryland.
