REGINA M. KEENEY
Gina Keeney has had a prominent role in shaping U.S. telecommunications policy in a wide variety of senior government positions. She represents clients in the telecommunications, computer, and Internet industries on both the regulatory and legislative fronts. Ms. Keeney has also served several times as an expert witness in litigation involving issues related to the Telecommunications Act of 1996, satellite regulation, E911 requirements, and FCC spectrum auctions.
Prior to joining the firm, Ms. Keeney was Chief Policy Counsel for Dell Computer, representing Dell’s interests before Congress and federal government agencies. Before her position with Dell, Ms. Keeney held several high-level positions at the FCC. She headed three Bureaus at the Federal Communications Commission. The Washington Post has called her “a telecommunications guru” and in 1997 she was named one of the top 45 public sector attorneys by The American Lawyer.
Ms. Keeney led the FCC’s International Bureau from 1997 to 1999, where she directed the Commission’s implementation of the basic telecommunications agreement of the World Trade Organization. As International Bureau Chief, Ms. Keeney also was responsible for international and satellite communications policy and licensing and represented the FCC with foreign regulators, communications ministries, and international organizations.
From 1995 to 1997, Ms. Keeney was Chief of the FCC’s Common Carrier Bureau, where she led the Commission’s implementation of the Telecommunications Act of 1996, the most dramatic overhaul of telecommunications policy in U.S. history. From 1994 to 1995, she served as the first Chief of the FCC’s newly created Wireless Telecommunications Bureau. She oversaw the first spectrum auctions in the U.S., which awarded licenses for personal communications services and raised nearly $12 billion in revenue for the U.S. Treasury.
Prior to joining the FCC, Ms. Keeney served for nine years as Republican Counsel and Senior Counsel for Communications to the U.S. Senate Commerce Committee, where she advised the Senate on all issues involving telecommunications policy, legislation, and legislative strategy.
Ms. Keeney is a graduate of Georgetown University, where she earned a Bachelor of Science degree magna cum laude (1977). She received her law degree from Harvard Law School (1980). She is a member of the bar of the District of Columbia.
