RICHARD D. MALLEN
Rick Mallen is a partner who has worked on a broad range of
telecommunications issues. Mr. Mallen advises companies on
matters as diverse as regulatory compliance, rulemakings,
enforcement proceedings, and appeals before federal courts.
He has been particularly successful at helping clients
present their positions in a persuasive manner, whether
through written pleadings or oral advocacy. Recently, for
example, he has helped clients overturn FCC restrictions on
commercial and political speech, enforce FCC rules
protecting the privacy of customer information, and persuade
the FCC to adopt new rules governing telecommunications
relay services and implantable medical devices. Mr. Mallen
also regularly provides counsel on bodies of law related to
telecommunications, including federal and state privacy
statutes, the Administrative Procedure Act, the Federal
Advisory Committee Act, the Paperwork Reduction Act, and the
Regulatory Flexibility Act.
Prior to joining the firm, Mr. Mallen practiced law at
the New York office of Coudert Brothers, where he focused on
international litigation and arbitration. He is a summa cum
laude graduate of Dartmouth College (1986) and a cum laude
graduate of Harvard Law School (1991). He also holds a Ph.D.
in English literature from the University of Virginia, and
has published several essays on law-and-literature topics.
He is a member of the bars of the District of Columbia and
the State of New York.
